Wingo does not actually appear in the game, but was added as a playable character through modding. Wingo must be arrested by Sheriff in level 4 of 'Speed Trap'. He also has the highest handling stat in the game.

Lightning is taking a drive through Tailfin Pass when comes across Wingo and his gang, who are blocking the road, telling him that he can't pass.
